Replacement Motor for Kwikee 38 Series Electric Steps Made Before October 2004

do i need this kit or just the motor, if i do is this the proper kit?

Since the Kwikee steps on your 2003 Navigator where made prior to October of 2004 you can use replacement motor # LC379608 because it pre-dates the integrated motor and gear linkage or IMGL.
If you want to update the steps to the newest system use # LC379145.
