Expert Reply:
If your 2017 Ford Explorer has factory crossbars on the roof rack and the crossbar spread measures between 20 to 34 inches, then the Inno Tire Hold II Roof Bike Rack, # INA389, will fit.
To confirm that you have the correct crossbar spread, measure the front crossbar to the rear bar center to center of the bar.
As for speed limit, Inno states "never exceed the speed limit, and reduce your speed further if there are strong winds or if road conditions are bad." It is recommend to follow all safety and restrictions that are listed in the bike rack's manual.
