What Keeps Viking Solutions Tilt-N-Go II Cart 310-VTG002 from Tilting in a Trailer Hitch

What keeps this from tilting side to side while driving?

Part of the shank on the Viking Solutions Tilt-N-Go II Cart - Hitch Mounted - 300 lbs Item # 310-VTG002 is square and fits into a square bracket mounted on the carrier so it cannot tilt when installed in the trailer hitch. The other side of the shank, which is round, is held to the bracket with a pin so it is prevented from tilting on that side too. I have included a link to the installation instructions which contain further details.
