If you have removed the tang washer and castle nut from the spindle on your tow dolly and the hub still will not come off the brake pads you can try adjusting the brakes to reduce the pad pressure. They could be gripping the inside drum surface enough to make hub removal difficult.
The brakes for the Kar Kaddy, such as right-hand part # DMSB24428M, are self-adjusting but they still have a star wheel adjuster at the bottom of the assembly, like brake kit # 18788-87, that can be accessed from the rear by removing the black adjuster plugs and apply an adjustment spoon # W80630. From your perspective behind the brake and hub, rotate the wheel upward to lower the pad pressure.
