Question:
What type of car hitch would I need to purchase with a used 4 bike Parkway Thule rack? 2015 Jeep Grand Cherokee

The (discontinued) Thule Parkway 4 Bike Rack 956 is compatible with Class III, 2 inch trailer hitch receivers. I recommend going with the Curt Trailer Hitch Receiver # C13182 which is confirmed to fit your 2015 Jeep Grand Cherokee and fits the criteria of being a Class III, 2 inch receiver. This hitch receiver option has a Tongue Weight (TW) capacity of 750 lbs which will be more than enough for what you are needing.
The Thule Parkway 956 is a great bike rack, but I recommend going with the Thule Hitching Post Pro # TH934XTR instead. It is essentially the exact same bike rack for around the same price point, but it has the ability to fit both 1-1/4 inch and 2 inch hitches, plus it includes the anti-sway cradles to help avoid bike-to-bike contact. You would have to purchase the cradles separately for the Parkway. They both also have the ability to carry up to four 45 lb bikes.
To add locks for security purposes for either bike rack you will need the Snug-Tite # THSTL2 for the bike rack and a cable lock, like the cable lock # e98891 for the bikes. This will help to deter theft of your equipment when it is unattended.
I have also attached some review videos that you can check out.
