This sounds like a problem with the red wire on the brake controller. If you are using a wiring harness like # 20264, you will want to make sure that the wiring is intact by checking it with a circuit tester like # PTW2993. The red wire should have a signal only when the brake pedal is pushed.
If it does not, then check the pins on the truck where the brake controller connector plugs in. If the signal is coming through there, check to make sure the pin for the red wire is in the correct spot in the connector. If not, move it to the correct spot and that should solve the problem.
If all the wiring is correct then there could be a problem with the brake controller and it will need to be replaced. It is also possible that the brake controller settings are so low that it is not functioning like it should. If this is the case you will need to follow the instructions on setting up the brake controller to get the settings set right.
