Recommended Cargo Rack for Transporting 2 Electric Bikes with 2004 Honda Civic
Question:
Two questions I want to be able to carry two electric bicycles front wheels removed total weight about 120 lbs. It looks like length is just enough. I plan on bolting or welding some uprights for vertical tie down. Is weight capacity and ground clearance OK. Is this a good fit Item # C18110. Other recommendations ? 2nd question I have a used receiver hitch for a 2008 Honda Civic. Will this fit the 2004 or can I make it fit by drilling etc. ?

The Curt Cargo Carrier # C18110 referenced in your question has platform dimensions of 47-11/16 inches long and 19-1/2 inches wide. If you are able to secure both of your electric bikes within these dimensions, then the next thing we will need to look at is the required weight capacity.
The trailer hitches we have available that are designed to fit your 2004 Honda Civic are Class I hitches with a tongue weight capacity of 200 pounds. This means that even though the Curt Cargo Carrier has a capacity of 300 pounds, you will need to stay under the lower capacity of the trailer hitch itself. As long as the combined weight of your two bikes, plus the weight of the cargo carrier (30 pounds) does not exceed 200 pounds, this should work just fine. Keep in mind that when loading up a cargo carrier to near capacity, there will likely be some sag in the carrier. You may simply need to approach driveways and steep inclines with caution.
The used trailer hitch receiver you have from a 2008 Honda Civic will not fit your 2004 model. This is most likely because of the generation change in 2005 on the Civic that included some vehicle and frame alterations. I do not recommend altering your existing hitch to fit your Honda Civic, as this will essentially change the hitch's capacity to an unknown rating. The listed weight capacities are only tested with it installed as intended and any changes will affect its overall construction and stability.
For your 2004 Honda Civic, I recommend the Curt Class I Receiver Hitch # C11204. I have included the installation instructions that you can use for reference.
