The Edge Jammer Cold Air Intake with Pre-Oiled Air Filter part # EP38225 is designed to fit a 1994-2002 Dodge Ram with the 5.9l turbocharged diesel engine. As the Banks exhaust brake works to compress the exhaust gasses (hot side) not the intake flow (cold side), it should have no compatibility issues with the Edge cold air intake as long as your turbocharger remains in the factory location. Therefore, yes, the Edge cold air intake will work with the Banks exhaust brake.
This is a great cold air intake for your vehicle. As a turbocharged engine operates off of the vehicles spent exhaust gases, the air temperatures entering the engine can become very warm. Warm air entering the motor not only dampens performance but also hinders fuel economy. The best way to combat this issue would involve using a cold air intake. To protect your Edge air filter from dirt and debris, I recommend using the Pre-Filter for Edge Jammer Pre-Oiled Air Filter part # EP88104 and to clean the filter I recommend using the Cleaning Kit for Edge Jammer Pre-Oiled Air Filter part # EP98800.
In order to maximize the effects of a aftermarket cold air intake, you can also incorporate the use of a tuner into your system. A performance tuner will not only help the cold air intake perform to its maximum capabilities but it will also improve the fuel economy of your vehicle without forgoing performance. For this, I recommend using the Edge Comp for Dodge Cummins 5.9L, 24V part # EP30301 which is designed to work with 1998-2002 Dodge Ram 5.9L I6 24V Diesel engines.
