Can this can be used to push air instead of pulling air ? If not can you recommend a fan that will

In theory yes, the Derale 20" Rigid, Steel-Blade Race Fan # D17320 could spin either direction and push or pull air. But since this is designed to mount to a pulley on an engine you wouldn't be able to get it to push air through a radiator.
