Can you wire into the jeep itself for the jeep lights to work with the rv lights in lieu of magnet light on the jeep ?

For your 2017 Jeep Cherokee Trailhawk, I recommend the Roadmaster Diode 7-Wire to 4-Wire Flexo-Coil Wiring Kit # RM-15247. This kit will allow you to wire your Jeep to accept the RV's tail, brake and turn signal lights for flat towing. It also includes enough coiled wire to go directly from your Jeep to the RV.

This type of system will certainly provide a more permanent lighting solution than magnets lights like # TL21RK that you referenced in your question. I have attached a short video demonstration for you to check out.
