With a time-delayed controller like your Hopkins Reliance Brake Controller, you should be receiving about 12 volts at the trailer connector when the unit is set to its highest setting.

Since what you are reading seems to be on the low end, I recommend checking the vehicle wiring for any damaged or corroded sections. I recommend starting at the trailer connector and then simply tracing the wires from the back of the trailer up toward the front of your vehicle. Simply fix any damaged areas as needed. This is the most common cause for a voltage drop from the controller to the trailer.

You might also check to see if the controller itself is working properly. I recommend cutting the blue wire close to the brake controller and test the voltage there. If the voltage is low coming directly out of the controller, the unit might be bad and in need of replacement.

If you are unable to resolve the issue, please let me know and I will be happy to look into this further.
