Recommended Tuner That Allows For Adjustment Of Shift Points And Larger Tires

I have a 2000 superduty F250 with the 7.3 and it has a 4 inch lift with 315 size tires on it does the programmer have the ability to adjust for tire size and for programming the most efficient shift points?
