The RockyMounts BrassKnuckles Roof Bike Rack for Fat Bikes # RKY1201-FB referenced in your question does include an adapter that will allow you to also mount standard road or mountain bikes. You will be able to transport a bike with standard tire sizes or a fat bike with tire widths of up to 5 inches on this carrier.
The ratcheting, padded hook and metal wheel brace will secure your bike by the front wheel, preventing any damage or scratching to the frame. The rack has a weight capacity of 45 pounds and the pivoting arm can fold down flush with the tray when you are not transporting your bike. I recommend adding the Lock Cores # RKY0332 to secure your bike to the carrier and the carrier to your roof rack.
I have also included a video demonstration on this product for you to check out.
