Does Hitch Adapter with 2 Hitch Openings Cut the Capacity of the Hitch by 50 Percent

Question:

Im not towing anything but have a cargo carrier 500lb limit in my top receiver. I have a 500lb tongue weight on my hitch. If not towing is the capicity weight for the top receiver still reduced by half?

The setup you sent in a picture of is going to have a hitch tongue weight setup reduced by 50 percent.

It's the added length added to the hitch and the increased movement that puts leverage and stress on the hitch which is why the capacity is diminished.
