what is the spacing required between the existing support brackets?

The CE Smith trailer fender # CE19504 measures 34-1/2 inches from the center of one mounting point to the center of the other. Mounting points are on the underside of the step parts of the fenders. The fender can also be attached via its skirt which would be against the side of the trailer. You would just drill through the fender in that scenario.
