It sounds like you're trying to carry four bikes on a 2017 Chevrolet Volt. I have a solution for you, but the Volt is limited to only 2 bikes on a hitch mount carrier and we do not have any fits for roof racks to carry bikes.
The only option we have to carry all 4 bikes is to install a hitch receiver on the Volt and tow the Yakima Rack and Roll # Y08106 behind it carrying the bikes. The Rack and Roll is basically Yakima roof rack on wheels so it can be used to carry a variety of things like bikes or kayaks.
You an add 4 bike carriers to the Rack and Roll like the Yakima FrontLoader # Y02103. The FrontLoader will fit 20 to 29 inch bike wheels with up to 3 inch tires.
I've linked some install and product videos for you to take a look at.
To tow the Rack and Roll you'll need a trailer hitch receiver like the Curt # C11436, a ball mount # C45521 with hitch ball # 19258, and a wiring harness # 118726.
