Carrying 4 Bikes and a Hitch Mounted Cargo Carrier on an RV Trailer Hitch Receiver
Question:
I would like to utilize a dual 2inch hitch on back of rv. the top hitch for 4 bike rack, the bottom hitch for cargo carrier. the bikes have to hang high enough for cargo to be 2.5 to 3 ft high

Using the Malone Dual Hitch Receiver # MPG544 will be difficult with a bike rack and cargo carrier. The bike rack will not give you much room for cargo on the carrier. Even if the bike rack's shank has a rise it'll only be 3 or 4 inches.
You may be able to add a front mount hitch on your RV and then carry either the cargo carrier or bike rack on the front.
Since an RV has a longer wheelbase than a typical vehicle not all accessories are designed to withstand the additional bouncing around this will cause. We do carry RV approved bike racks like the Swagman Trailhead # S63381.
Then for the cargo carrier I recommend the Curt Cargo Carrier # C18152.
