Due to the alternative frame of your Electra Townie you probably want to stay away from a traditional hanging rack.

My top choice for you is the RockyMounts BackStage # RKY10002. This is a platform rack that holds the bikes by the wheels. The best part about it is that it can swing out away from the back of the vehicle giving you full access to the rear cargo area of your 2015 BMW X1. The BackStage also includes locks for both the rack and the bikes and can carry two bikes up to 60 pounds each.

We are looking for a ebike rack to carry 2 Rad Mini bikes about 60 lbs each. We need to be able to secure these bikes when we are away from our Winnebago Revel. We will have a spare tire on the backdoor. Which rack would you reccommend?

I think your best option is with the Hollywood Racks Sport Rider # HR1450Z-E. If your Rad Mini's have step-thru frames you can add a couple adapter bars # HRBA-PRO. This heavy-duty rack is motorhome approved and has an 80 pound per bike capacity. The only potential issue I see is with the spare tire you mentioned (which is going to be the case with any bike rack) - is there any way this can be moved? On the Sport Rider there is a distance of 7-1/2" from the hitch pin hole to the closest part of the rack - measure from the hitch pin hole on your Winnebago to the outermost edge of the spare to see if it's less than this.
