I have a small mobility scooter and a ford focus 2006 ...can the car carry the carrier 37 kg and scooter approx 50 kg safely

All hitch fits are shown on the linked page and these vary based on the specific version of the Focus you have.
I reviewed an online owner's manual or the 2006 Focus but it did not indicate any specific TW rating for the car so you'll want to check your manual (or with your local dealership using the car's VIN) to confirm that it too is adequately rated for the total TW load of the chair and carrier.
