The Thule Hitching Post Pro - Folding Tilting 4 Bike Rack w Anti-Sway - 1-1/4" and 2" Hitches # TH934XTR will tilt to allow you to access your cargo area on your 2017 Subaru Forester whether using the hands free lift or the manual lift function. You will not want to use either of those functions without tilting the bike rack or your tailgate will hit the carrier. To tilt, you simply pull a pin at the base to release the mast.
I recommend the Thule Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2 to secure the rack to your Forester and then use a cable lock like # e98891. For bikes with a step-through frame, I recommend the Swagman Deluxe Bike Frame Adapter Bar for Women's, Children's, and Alternative Frame Bikes # 64005 to create that top frame rail for level transport and greater ground clearance.
