The determining factor in deciding on which roof mounted kayak carrier will work best for your 2017 Subaru Outback will be the how much weight are you allowed to carry on your vehicle's roof. Check you owner's manual to see what the weight capacity of your factory roof rack or roof if you do not have a rack installed.
With this in mind, you will want a carrier that can handle the weight of your kayaks and at the same time make for easy loading and unloading of your kayaks.
I like the Yakima JayLow, part # Y04073, to carry two kayaks. It converts from a J-style carrier for one kayak to a post-style for two. Plus, it can be folded down when you're not using it. You need a second set of tie-downs for the second boat. Use part # Y04031.
