Since the only tire that we have that fits a 12 inch wheel and is rated for up to 81 mph is a bias tire, part # TTWSF48012C, I recommend going with a tire that fits a 13 inch wheel. There is nothing wrong with a bias tire; it's just that radial tires will run cooler on the highway than bias tires will.
The 3 tires that we have which fit a 13 inch wheel and are rated for at least 70 mph are the Provider # TTWTRTM1758013C and the Westlake # LHWL101. Both the Provider and the Contender have a max speed rating of 81 mph and the Westlake has a max speed rating of 75 mph.
Since they all fit the criteria of being rated for at least 70 mph, and since they all have a load range of C (1,360 lbs at 50 psi) I recommend going with the Westlake because it has a 5-year warranty as opposed to the other tires which have a 2-year warranty.
