The Superchips FlashPaq F5 programmer part # SU1845 is going to be the best bang for your buck programmer that will do what you are looking for. It will give you up to 20 horsepower and 28 ft lbs of torque plus allow you to change tire sizes.
The part # SU4845 is basically the same programmer but approved for use in the state of California. It costs a bit more just for that reason.
