In nearly every case of a powered jack not working the problem is ground related. See if you can improve the ground of the jack and you should see it start working. Some ground through the mounting hardware so make sure it's connected to a clean metal surface and the main ground wire of the trailer wiring connector is connected properly.
Also you need to verify that the power wire of the jack has 12 volts of power.
