To install the Glacier Cable Snow Tire Chains, part # PW1038, you will want to drape the tire chain over the tire and then slowly drive forward over the chain. Then connect the hook to a link in the chain on each side of the wheel so the chain is snug. I have linked a video installation of another model of the Glacier chains to show the installation procedure (see video link).
I would also recommend using the Glacier Rubber Adjusters, part # PW100, which will take any extra slack out of the tire chains.
When mounting snow chains on your vehicle, it is most effective and recommended to mount on the powered drive wheels of your vehicle. In your case, it would be the front drive wheels.
Before installing chains, you will want to consult your vehicles owners manual or check with your Toyota dealership to see if it is recommended to use snow chains on your Toyota Sienna.
