How does one adjust these brakes?

To adjust brakes like the Dexter 7 Inch Electric Trailer Brake Assembly # 23-47 referenced in your question, you will use a flat head screwdriver to turn the star wheel located at the bottom of the assembly. You can also use a brake adjusting tool like # W80630. Turning the wheel one way will bring the shoes closer in and turning it the other way will push the shoe out.
You will simply adjust the brakes using that wheel until there is a slight but constant drag of the shoe pads on the drum. I have attached an electric brake installation video for you to check out. Around the 4:40 mark in this video, you can see this adjustment process.
