As long as your 2004 Jeep Wrangler has the stock double tube bumper, I recommend using the Demco Base Plate Kit # DM9517046 along with the Demco Commander II tow bar # DM9511012 . Safety cables are also included with this tow bar so you will not need to purchase them separately.
Then because you have a 5 inch lift on your Jeep Wrangler, a high-low adapter will likely be needed. You will want to choose the adapter that will allow the tow bar to remain in the "safe zone", which is within 3 inches above or below level. I have attached a detailed article that explains how to determine the high-low adapter you will need. I have also included a link that will take you to our available selection for you to look through.
You will just need a few more things to complete your flat towing setup if you do not have them already.
For a lighting solution, I recommend looking at the Optronics Heavy Duty Magnetic Tow Lights # TL21RK. This will allow you to have the required signal lights on your Jeep without having to splice into its wiring.
Lastly, for a braking system, I recommend the SMI Stay-IN-Play DUO Supplemental Braking System # SM99251. This is a great proportional system that will activate the brakes on your Jeep at the same time and with the same intensity that you apply to them in the RV. You will just need to add the relay # RM-88400 to prevent the Jeep's brake signal from overriding the turn signal from the RV.
I have included video demonstrations on the products mentioned as well as an article on flat towing that you may find helpful.
