The Roadmaster Falcon 2 Tow Bar, part # RM-520, will work on your 35 foot Allegro RV with a tag axle. I spoke with my contact at Roadmaster, and they said you should have no problem using the Falcon 2 tow bar with your tag axle. It has a weight capacity of 6000lbs and can be folded toward your RV when not being used. I am including a link to the instructions on the tow bar and a video review for reference.

To tow the 2000 Honda CR-V and a Smart car, you will also need base plates for each car. The base plates for the 2000 Honda CR-V will be the Roadmaster XL Base Plate Kit, part # 1528-3. The Smart car will need the Roadmaster EZ Base Plate Kit, part # 52285-1.

You will also need the following to complete your tow bar setup:

RoadMaster 68 inch Single Hook, Coiled Safety Cables - 6,000 lbs, part # RM-643
Magnetic Towing Light Kit, part # RM-2120, for an easy to install, less permanent solution.
For a more permanent solution, you could also use the Roadmaster Universal Hy-Power Diode Wiring Kit, part # RM-154, on each vehicle.

I am including a link to a FAQ page that will help you decide which wiring kit to use and that page will have links on how to install the wiring kit you choose.

You might also be interested in purchasing a Roadmaster Even Brake Portable Proportional Braking System, part # RM-9400. This system installs quickly so you are ready to go in minutes. It engages the towed vehicle brakes proportionally to how much the towing vehicle is braking, reducing wear of both vehicles brakes.

Finally, you will need to check with the manufacturer and/or your vehicle owners manual for instructions on the proper procedure for towing your vehicles because some vehicles must be equipped with a transmission lube pump, an axle disconnect, drive line disconnect, or free-wheeling hubs before they can be towed.
