The Hollywood Racks Sport Rider # HR1000Z, Trail Rider # HR200Z, and the Swagman Dispatch # S44FR have similar measurements and capacities and all will work on your 2016 Jeep Wrangler Unlimited. I've linked a video of the Dispatch on a Jeep and it clears the spare tire. Both of the Hollywood Racks models have a 1/2 inch more clearance than the Dispatch so they'll work as well.

All three racks will carry 2 bikes up to 45 pounds. Also all three hold the bikes by the frame. The Dispatch has different wheel trays that hold the tires completely and include straps instead of just making contact at two points. This holds the bikes more securely. The Dispatch also includes hitch and cable locks. Both of the Hollywood Racks models have bike locks and a hitch lock can be added using # HRLHPT.

The Trail Rider does not fold or tilt while the Dispatch does fold when not in use but will not tilt to access the rear of your Jeep. The Sport Rider is a folding rack and does have a tilt feature to gain at least some access to the Jeep's rear cargo area.

Of these three I like the Dispatch because of the wheel cradles. This is a more secure way to carry the bikes. However, if I may suggest a fourth option you might like the Swagman Chinook # S64683. It has the same wheel cradles as the Dispatch, the same clearance for your spare tire, and a smaller price tag.
