The Extang EnCore Hard Tonneau Cover EX62657 is a fit for the 2013 GMC Sierra 8-foot box without the Cargo Management System, but since you have plastic rail caps installed this cover will not be able to install. This cover installs on top of your bed rails so the rail caps would interfere.
