A great place to start for your trailer brake project is the linked article that covers the entire process of adding electric drum brakes to a trailer.
For a set of electric drum brakes for your Top Hat trailer that has a 3500-lb axle and 15-inch wheels you can use the etrailer Electric Trailer Brake Kit # AKEBRK-35-SA. This kit includes both left- and right-hand brakes that use a 4-bolt mounting pattern. With these you will need matching 10 x 2-1/4-inch hub/drums to complete the set-up.
We have no 5-on-4-1/2 hub/drums with your same bearing numbers so I suggest you pull one of your existing hubs to confirm both the inner and outer bearing part numbers. Trailer makers do change parts during the production lifecycle of their products.
New Hubs have to use the same bearings as your old ones to ensure they will fit on your spindles. Our main page is linked to show all 5-on-4-1/2 hub/drums in the 10 x 2-1/4 size. All use bearings set L68149/L44649.
As noted in the article you will also need a brake controller like the Prodigy P2 # 90885 as well as a breakaway kit like # 20099.
