Recommended 2 Bike Bike Racks to Use on a Trailer With 2 inch Trailer Hitch Receiver

I am looking for a 2 bike rack to attach to the back of my trailer via a 2inch receiver. Some racks say that they are only for truck hitch towing. What is the difference and what racks should I consider.
