Can Tonneau Cover for 1986 Chevy El Camino be Latched Since Tailgate Latch is on Inside

HOW DO YOU UNLOCK THE COVER TO OPEN IT DUE TO THE TAILGATE LATCH IS ON THE INSIDE OF THE TAILGATE ?

You basically would have to keep the latches open on the tonneau all the time so that you could lift the tonneau at any point. Otherwise you basically would lock the tailgate and tonneau to the vehicle!
