Troubleshooting Brake Controller Voltage For Proper Function  

Question:

I changed the pig-tail on the camper and the voltage was 12.59 at the pig-tail. I checked the voltage at the brakes and it was 10.5. Is this too much of a voltage ?

You should be getting very close to 12 volts at each brake magnet as well as at your pig-tail. Slight variance isn't an issue, but you should be getting higher voltage at your magnets if your brake controller gain is turned all the way up. If you are getting 10.5 volts under those conditions you should examine the connector for corrosion or damage and then trace the brake output wire to the brake magnets looking for pinched wires or loose connections. Make sure that your ground for each magnet is secure and not corroded as well. I'd also test the magnets. I've linked a page to help you test them.
