I have a 2003 Dodge Dakota. I measure 69inch from back of cab to back of tailgate. Is it capable of hauling a fifth wheel with a sidewinder

Yes, only with a sidewinder. Any bed length under 6-1/2 feet will only allow you to haul a 5th wheel with a OEM Revolution pin box or a Sidewinder.
I recommend using Reese Universal Base Rails and Installation Kit for 5th Wheel Trailer Hitches - 10 Bolt # RP30035. This will get you the base rails that are standard for 5th wheel hitches.
For a 5th wheel hitch, I recommend using the Reese 22K # RP30033 along with a Sidewinder pin box replacement. These will work seamlessly together to give you a solid king pin hold and then move that pivot point back 22 inches to give you turning clearance. Using the custom wedge # SWW-03 will further secure that fit.
Sidewinder applications are pin box model specific. I've linked the page to our Sidewinder options and have attached an article to help you determine your pin box if you can't find the model on a sticker or tag on the pin box itself. It is normally pretty easy to find, but some measurements can help if you can't find it to ensure you get a Sidewinder that is compatible with your trailer.
