Can 5th Wheel Hitch Rails be Installed on a 2009 Ford F-450 Cab and Chassis with a Flat Bed
Question:
will the universal mounting brackets fit a 09 ford f550 with a flatbed? Or will I have to make custom brackets?

Fifth wheel rails are not designed to be installed on a flat bed truck but there is a hitch made for this application. It is hitch # RP30054. It is a more expensive option though and it does require a custom installation. Basically a 1/2 inch thick steel plate will have to be welded to the truck frame and the hitch would then bolt through the flat bed to that plate. I have linked some instructions for you.
Theoretically you could bolt rails to a steel plate as well but no where is this recommended or explained by the manufacturers of rail kits.
