I have a solution for you, but the Westin Sportsman Grille Guard # 40-0245 and Hardware Kit # 40-024PK that you referenced will not fit on your 2003 Ford Expedition.
Aries makes has a full coverage Grille Guard, part # AA3054, that will fit your Expedition. It has a powder coated steel finish so that it resists rust and corrosion, and has removable headlight cages so that you can have the look that you want.
If you were wanting to stick with the Westin brand, we have the Black Powder Coated, part # 32-2405 Bull Bar that is a confirmed fit for your Expedition as well. This item comes with the mounting brackets.
