The Reese Universal Installation Kit (No Base Rails) - 10 Bolt, part # RP30439, is just the universal installation brackets. The Reese Universal Base Rails - 10 Bolt, part # RP58058, will be the base rails that are used with the Reese brackets # RP30439. If you need the universal brackets and the universal base rails together you would use the Reese Universal Base Rails and Installation Kit, part # RP30035.
To install the universal base rails on your 1995 Dodge Ram 3500 Dually the measurement from the rear edge of the truck bed to the rear edge of the rear base rail is 32-7/16 inches for the 8 foot bed, and 28-7/16 inches for the 6 foot bed. I am including a link to the installation instructions and on page 15 it will show where the rails should be located on your 1995 Dodge Ram 3500 truck bed.
I am including a video link that will show the universal base rails being installed on a 2002 Ford F-250. The vehicle is different, but the installation will be similar. It will also show you how to measure on your truck for the placement of the universal base rails.
