For your 1999 Dodge Ram Dually 3500, I recommend the Curt Front Mount Trailer Hitch Receiver 2", # 31604. This front mounted hitch receiver will provide an attachment point for a winch, spare tire carrier, snowplow, cargo carrier, or other accessories on your heavy duty 3500 Dually. This receiver is customized to fit your 1999 Dodge Ram. It is an easy, bolt-on installation however the plastic air deflector must be trimmed or removed to install this hitch. This is a strong hitch receiver able to withstand a 500 lb vertical load and a 9,000 lb line pull and it is rated to tow up to 5,000 lbs. All the hardware is included. I've attached the instructions for you.
