The most common cause of a powered jack that won't operate is lack of power from the battery or a weak ground connection. If the battery is low it won't have the amperage to operate the jack though it may still operate the jack light. You can have the battery tested at a local auto parts store for free.
Many jacks ground through the mounting hardware so if there is any corrosion in that area then it can cause a weak ground causing the circuit to not be completed at all or not as good as it could be.
If the switch is faulty that could also be the problem. The best way to determine if the switch is the problem is to first remove it from the jack by taking the covers off and accessing the hardware and wiring for the switch. You can apply power directly to the wires from the battery and if the jack starts to work then that indicates that the switch was the problem.
