The instructions for installing the Curt 2 Inch Front Hitch # 31322 on a 2008 Chevrolet Silverado 1500 Z71 does say that you will need to trim the fascia as needed. You will install the side plates of the hitch to the vehicles frame rails. Then, you will attach the hitch crossmember to the side plates on the vehicle. This will show you where the fascia will need to be trimmed to gain access to the hitch receiver tube.
I am including a link to the installation instructions for the Curt front hitch. It will show where the hitch is attached to the vehicle. It does not show where the fascia has to be trimmed, because the hitch fits a range of vehicles and the trimming will vary between vehicles.
