Bumper Mount RV Trailer Hitch with Receiver on Top of Bumper
Question:
Can this hitch be mounted upside down with the 2inch tubing on top of the bumper to allow for more ground clearance for any attachments?

There are other options but I can't recommend going against the instructions for RV bumper hitch # E-100 so the receiver should stay below the bumper. For one that you can mount to the top of the bumper and that costs less you can use # UF35-946402. I have linked a video of this hitch for you.
