Choosing a Ball Mount with the Correct Rise and Drop
Question:
from the ground to the bottem of the trailer reciver is 19 inches which the trailer is setting level what ball mount would I need

To determine the rise or drop you'll need in a ball mount you will want to measure from the ground to the bottom of your trailer's coupler with the trailer sitting level. Then with you 2004 Ford Ranger sitting level measure from the ground to the inner top of the trailer hitch receiver opening.
For example: you've measured your trailer at 19 inches already. If you measure the receiver at 21-1/2 inches then you will need a ball mount with drop of 2-1/2 inches to make everything level.
I have linked our selection of Class III ball mounts for you to take a look at. As well as a help article to help you choose the correct one.
If you need the wiring to add a 4-way trailer wiring harness on the back of your Ranger then # HM40655 is the correct harness for you.
