Will this part fit on a 1995 Dual axle EZ Loader trailer? Model TL if that means anything. Thanks

The Titan Disc Brake Kit # T4843300 that you referenced is designed to fit the standard trailer tongue width of 3 inches which an EZ loader trailer would have, but it's only designed for single axles.
If your plan was disc brakes on just one axle this would work well assuming your axle was a 3,500 lb axle.
To verify that this would fit the spindles of your trailer you would need to pull the hub off the axle and get the bearing numbers. The number would need to be L68149 and L44649.
