Why Cant the Bumper Mounted Hitch Recevier UF35-946401 Be Installed on Decorative Bumper Cover

Why can this hitch NOT be attached to an aluminum covered bumper?

The Ultra-Fab 2 Inch Motor Home Trailer Hitch Receiver # UF35-946401 is not designed for use on decorative aluminum bumper covers because the installation of the receiver and the weight of the accessory used in the receiver would likely damage the decorative aluminum cover.
When the bumper cover becomes damaged, the receiver would no longer be installed securely enough on the bumper and could move while a hitch accessory is being used.
