Difference Between Pewag Snow Tire Chains PWE2221SC and PWE2221S

Whats the difference between the E2221S and E2221SC?

The part # PWE2221SC comes with cam tensioners to help get the correct tension in the tire chains whereas the # PWE2221S does not come with the cam tensioners. The product pictures for both chains makes this confusing since they both show cam tensioners (the half circle metal piece with a slot you see between the sections of chain that run over the tread of the tire) but only the # PWE2221SC actually comes with them.
