Selecting Replacement Shank for Reese Weight Distribution System
Question:
The weight distribution is still to high even on its lowest setting by 4inch to meet the trailer height? What am I doing wrong?

If the adjustment range on the head/shank of your weight distribution system does not allow you to lower it enough for the trailer to remain level when hitched then you will need to select a new shank that has 4-inches more drop than the one you're using now.
For a Reese trunnion type WD system like # RP66084 which you referenced you could use a shank like # RP3344 which offers up to 8-5/8-inches of drop. All WD shanks are shown on the linked page.
