Hook Recommendation for Front Hitch 65028 For Use with Recovery

Are these holes 2 on each side between front and rear mounting bolts suitable for use as a recovery point with a shackle throughly them?

In an emergency situation the holes on the lower brackets of the trailer hitch part # 65028 could be used as a recovery point, but a better solution would be to use a hook like the part # BDW20017 or # TR63044 in the hitch opening of the # 65028.
