Does Top of Rail Mate Folding Hand Rail Attach to the Side of the RV

where does the rail attach at the top

The top of the Rail Mate folding handrail # AP-101 is not attached to anything. The mounting brackets that hold the rail are only attached to the steps because the hand rail part is meant to be removable and the brackets are not.
