Since you did not say if this was a new installation, or if you have had the jack for a while, there are a couple things you can check to find the problem with the Husky Jack. Since it is grounded through the mounting hardware you will want to make sure the hardware is securely fastened, and the attach points are not corroded and preventing a good ground.
If the ground checks out, you can check out the wiring to the switch for raising and lowering the jack with a circuit tester like part # PTW2993. You can also check the motor with 12V power applied directly. If the motor works when tested, then the switch is almost guaranteed to be the culprit. Make sure the battery has plenty of charge when checking the jack.
There are not any repair parts at this time for the Husky jacks. I can make a recommendation for a new one. I think the best value for an A-frame tongue jack is the Stromberg Carlson # SC63VR which is rated for 4500 pounds of tongue weight. This is 1000 pounds more than other models, and even though you may not need this much capacity, you will find that the jack motor runs quick and effortlessly. This will add years to its life. This jack also has a unique clutch that prevents damage from overextending or retracting the jack foot - the most common reason for jack failure. I also like that is has a generous 23" lift, including a timesaving drop-foot. It includes LED lights for operating the hitch in the dark, and a built-in bullseye leveling bubble.
